Assuming you have a Uppababy Mesa car seat:
With the car seat in an upright position thread the seat belt through the back of the car seat and then click the seat belt buckle into the belt path. The lap portion of the seat belt should be positioned across the pelvis not the stomach. For a proper fit the shoulder belt should rest diagonally across the chest and shoulder not touching the face or neck.
Now that the seat belt is in position use both hands to tighten the seat belt by pulling down on the shoulder portion of the seat belt while pushing the car seat back with your hips into the seat. The car seat should not move more than an inch side-to-side or front-to-back. If it does re-tighten the seat belt.
Once the seat belt is tight open the car seat’s harness. With the harness open insert the child into the car seat. For newborns and small infants place the headrest in the downward position so that the harness straps are positioned at or below the infant’s shoulders.
Now that the child is positioned in the car seat re-thread the harness over the child’s shoulders and clip the chest clip into place at armpit level. For proper positioning the chest clip should be centered on the chest and clipped at armpit level.
With the harness properly positioned tighten the harness by pulling on the straps until there is no slack in the straps. You should not be able to pinch any excess material at the shoulder.
Once the harness is tight recline the car seat back to the desired position. For infants the car seat should be reclined at a 45-degree angle. For older children the car seat can be reclined to a more upright position.
